While it is important to build community
support for reform and equity from the
ground up, efforts to affect positive
education change at scale must also come
from the top down. The Nellie Mae
Education Foundation supports efforts to
shape a new set of state and federal
policies that promote evidence-based,
student-centered learning approaches and
remove the barriers to the effective
implementation of these approaches. |

The Foundation recognizes that changing
the policy context is critical to
remodeling the education system and
establishing student-centered learning
as a core facet of public schooling.
|

Currently, for example, requirements
governing how credits are awarded and
how learning is assessed can stand in
the way of districts providing new
options and reaping better outcomes for
students. Rethinking human capital
systems, such as collective bargaining
agreements and teacher training
programs, will also be critical to
ensuring that learners across the region
are prepared for the future. |

We provide support for efforts to: |

Build and strengthen
state and regional
coalitions and their
capacity to advocate for
policy changes promoting
student-centered
learning, increasing
equity, and removing
barriers to innovation;
and

Build the capacity of
groups working to
promote these changes on
the federal level.
