Rhode Island KIDS COUNT has been partnering with the Rhode Island Department of Elementary and Secondary Education to develop a Pre-Kindergarten system that expands access to high quality early learning programs for 3 and 4 year olds and build on the existing infra structure of child care, Head Start, and public schools programs.
